I've done some extensive testing and this feature appears to be on wether or not it is selected as long as Kill Log is turned on. This normally wouldn't be a bad thing except that the Stat Window is placed right on top of the normal target window which prevents me from seeing things like spells cast on my target and its current health/mana. My suggestion would be to either make the checkbox work or move that box somewhere it is not in the way.
