Is it possible add a proxy connection for Cosmos?

i visit cosmos web is too slowly, patching cosmos slowly too

Umm... how would a proxy help you? Unless you used a caching proxy, and unless more people would use the proxy to patch Cosmos, I fail to see how it would increase performance.

You are right, however, in that the Cosmos***** patcher should probably support SOCKS proxy or whatnot. I don't know if WoW supports it (and if it doesn't it seems as if adding the support for it to the Cosmos patcher would be overkill), but... Please notify me if WoW supports proxies and I'll get on adding an enhancement request.

Oh, and in the meantime you can use SocksCap (http://www.socks.permeo.com/Download/SocksCapDownload/index.asp) to tunnel traffic through your proxy.
