Hot bars NEED HELP!!

On my hot bars since i installed the newest cosmos its not letting me move spell ect around anyone know if there is a lock you need to turn off or somthing?? (what i mean is you can normal hold down left mouse button and move stuff, it is not letting me do that, anyone help please?)

Try disabling the lock button which is to the left of your normal action bar.

You may need to scale your UI to see it.
