Just wanted to let you know sarf, I noticed this wierd effect. After the last patch (the mini one with the Unstuck features and what not), when ever I moused over an object, ability, spell or anything with extra text, parts of it would go missing. I believe armor would loose its actual armor value, weapons loose thier damage, spells lose thier recast timer info/length of buff. The info would appear for a split second, then go blank, so there was a clear line where the info should be. I tried tweaking the settings in cosmos options and the standard ones, showing all hp/mana/xp text and other toggleable extra text options, to no effect :/
