Popbar, Sidebar question?

Is there anyway to tie in a hotkey like the special actions for say Stealth? I have that set to Alt-1, and would love to be able to do that on the side bars or popbar/second bar. Not sure if this has been answered but I didn't have much luck searching for it. :?
