i know a lot of people are looking for this, as am i
is there any Mod, most likely a FrameXML, that will allow people to lock their QuickBar skills so they can't be dragged and dropped
it would need to function outside of Cosmos and be usuable with all Mod's, from the basic setup to CTmod to Telo's BottomBar and SideBar
this would be one of the most popular mod's if someone can actually do it, although i don't think it can be done
(consider that a challenge) :D

This is not very challenging at all. The built in user interface already provides this feature.
Here is a link to the thread in the World of Warcraft Fourms, I Keep dragging my Icons off my quick bar! (http://forums.worldofwarcraft.com/thread.aspx?fn=wow-interface-customization&t=1260&tmp=1#post1260)
And the screenshot... (http://img129.exs.cx/img129/9286/Lock.jpg)
Uhm... actually, Cosmos provides this feature.
ScytheNoire, you can simply snitch the LockBar from a Cosmos zip file to get the functionality.

someone in the forums had linked to vjeux LockBar mod, which i grabbed and it works great
in fact, it seems to be the exact same as what Cosmos uses :)
how mod's get around
Considering that vjeux is a Cosmos developer... :)
