is it possible to add a hotkey ( Shift 1 - 0 , or Ctrl , ALt ... ) to the second bar skill ?

yes, i belive there is.

Open your options (hit ESC).
Select Keybindings.
You should see options for SecondToolbar stuff in there.

Not sure what your meaning, but..

Options - Keybindings
scroll down to "PopBar Buttons"
and even further -
"Second Action Bar"

and even "SideBar"
