Image scaling?

I saw a weapon buff addon, like the one in cosmos, yet the icons didn't take up a massive amount of screenspace. This possible with cosmos's version? http://bellsouthpwp.net/j/a/jaslaughter/

Also is there a way to minimize the art displayed on the normal interface and to reduce the spacing between the buttons to take less space?
