Weapon Buff half off screen... Can't "Grab" to mov

As seen in the pic... my weapon buff is half way off the screen and I can't grab it to move it.

I have tried changing Res, UI size, resetting frames and a few others ideas to try to "reset" it's location to no avail.

Any suggestions?

i had the same problem, this is how i fixed it:
*disable item buff display
*quit wow
*delete \%WoWdir%\WTF\Account\%accountname%\%charactername %
\layout-cache.txt
*reenable buff display

It should be noted, that all of the icons and frames are reverted to default position by doing this.
