Cosmos Scheduler?

Hello:
A Week ago perhaps sooner, I updated my cosmos and got Cosmos Scheduler, at the time I thought it was not important and deleted it. As I recall I think it allowed you to be able to recast certain spells at a certain time. Well If that is what it does How can I get it back, updating does not seem to download it (even using Alpha and Complete File Check.

Also how do you get Quest Minion to work with the new PartyQuest, there is no clickable boxes which to set which quest you want minion to look at.
