i was wondering if it is possible to have a macro tht had a healer (e.g priest) to follow you around and heal you when ur HP is below a certain % or heal itlsef when its HP is under certain %

That would count as a bot and as such violate the rules of blizzard.
... would get you banned :)

Personally, I don't think this is needed in WoW becasue of the way the game is designed. If you really think it's needed, there is something I used to do in Everquest, maybe the idea will help you. Of course, you've probably already thought of this yourself.
If you have two accounts, have the second account, the priest, do the command /follow on your primary character. Keep the primary character targetted. Set up a hotkey for the fastest heal. The next part depends on whether you are running two computers or just two accounts in separate windows---
Two computers, adjacent to each other:
Run around with your primary character and fight a mob. When you need a heal, reach over to the second keyboard and hit the hotkey.
Two windows on same computer:
Run around with your primary character and fight a mob. When you need a heal, hit ALT-TAB, then the hotkey, then ALT-TAB. (Easiest if you have only two windows open.)
This is surprisingly easier than one might think. This is perfectly legal according to blizzard. One spell, one keypress is their rule.
You can modify this basic concept according to your characters. For example, if you have a Rogue as the primary, you might lose targetting on the healer when you stealth (dunno, dont play a rogue). So, you make a macro on the healer account, with the command /TARGET PRIMARYNAME. Bind this macro to a hotkey, and when you need a heal, press both keys. (The target hotkey is useful anyway, you might want to make it regardless of class.)

Does anyone else think this is the cheesiest/lamest way to play the game that they've ever heard of?
This is a social game. The only priest who should be healing you is another player.

I was thinking about this. It would be pretty darn easy to use the Sea scheduler to schedule events once a second or so, scan through party members, and heal whichever one most needs it according to whatever heuristic you feel like coding up. Obviously this would not work as well as a real person, and I agree I don't know why you'd wanna play that way. But it would be fun to code up!

Except that you can't cast spells w/o player input of some kind, a mouse click or a keypress. Calling the function just wont work if its not triggered by a player doing something.
