is it possible to still use the release version, and just change all of the .toc files to 4284 and get cosmos to work? or is there some other type of file i have to change?

good question.. i would go back to release in a heartbeat.

No - Release is still coded for pre-patch so the EU users will have something to use until they patch Friday. Blizzard made substancial changes to the code that need to be accounted for so you can't just change the release version's TOC's to the current patch (which is 1300 btw, not 4284)
