Question re: Mouse wheel scrolling hotbars, not chat text

Is it a change in the recent patch or a Cosmos feature that I cannot figure out? But when I hover my cursor over the chat window and use my mouse wheel to scroll up/down --- instead of the text scrolling... my main bottom-left hotbar cycles thru.

Can someone please explain to me what Im missing? I dont want to accidently change my hotbars... and Id prefer to scroll text again if possible.

Yeah, this is a side effect of having Mouse Wheel Chat Scroll disabled in the Cosmos > Interface Options. You have to have it enabled for it to stop doing that.
