When I downloaded the new patch for WoW it said that I needed to disable my cosmos because it was an older version. So i went ahead and downloaded the newer version of cosmos, but now I cant use it on my account. But when anyone else signs in on my computer with their account they can use cosmos? any idea how i can fix this problem?

Try deleting the Interface folder in your World of Warcraft directory and then re-installing the lastest version of cosmos.

I tried that. It still is giving me the same problem. I can log into WoW with anyone elses account cosmos comes up. but when i log in with my own, no matter what server or what character of mine cosmos will not come up.

You can also delete the file
<WoW>\WTF\Account\<AccountName>DisabledAddOns.txt to make sure you don't have any disabled addons
