Where is the second bar?

I used to have a pop bar, main bar, and a second bar . I have only my main bar at bottom of screen, and my pop bar right above main bar to the right. My second bar used to be on the left side of pop bar above main bar. I cant find where to enable my second bar, can someone tell me how to do this.

Main Menu --> Interface options.

Blizzard added their own 2nd bar, the options are near the bottom of the window.

BarOptions now replaces all of the second bar's functions.
