Target level not showing

since the last patch levels of high level creatures, players is ?? anybody having same problem how to fix it?

There is no 'fix' to this. Blizzard removed the ability to see the level of people if they are too high, previously the information was availble but the default UI didn't show it. Now the same function returns -1 for thier level if its too high instead of the actual level.
