Help with tool bars

Since the latest patch, when I scroll over my tool bars, all I see is the skill name like "Sinister Strike". The description of what the skill does is gone. I have played with the settings and cannot get the description back. Can someone tell me what I need to do as I prefer to see the description, not just the skill name?
