Bottom right bar empty but still shows

The bottom right bar above the main bar is showing, I can't get it to go away, I like the buttons to hide unless I have something in them. Any idea what may be keeping this from hiding?

try poking around with BarOptions, make sure you have sidebar disabled, and check out blizzards side bars in the 'normal' UI config menu (accessed via ESC key)
