It is not possible to code an in-game web browser for World of Warcraft. The game does not allow communication with outside sources.
Messaging clients such as AIM/ICQ/MSN are also not possible to add support for.
If you would like to have in-game messaging, use XFire (http://www.xfire.com). XFire will allow you to have a chat window over the top of the game and does not interact with lua code or WoW in any way.
Check out http://www.playxpert.com/ for a browser overlay program that does not interact with the WoW client whatsoever.
Some messaging clients also have an 'always on top' mode that you can use in combination with WoW's 'windowed mode - maximized' in the video options. Or even better, get a second monitor if your video card supports one.
TeamSpeak/TeamSpeex and Ventrillo are popular options that allow for voice chatting while WoW if the built in voice chat doesn't suit your needs.
