Is there any mod/UI or any way too find out the location and or status of a horde character if I am alliance? Our guild has a KOS out for one specific horde that I know in real life so we have been searching the net for one such program that may allow us to track atleast what zone he is in.

Not possible through the UI or any mod to the UI..

All you can do is login a horde alt and track him from there.
