That's right, the addon download page (http://www.cosmosui.org/addons.php) now offers all our addons prepackaged with embeddable dependancies.

The packager makes use of the X-embeds toc line and puts those libs in the Libs folder inside the addon folder. It should also remove the embedded libs from the RequiredDeps/Dependancies line in the toc.

Currently this only applies to a handful of addons that utilize X-embeds: ChatEdit, MobileMinimapButtons, Sea, Telepathy, UnitFrameBuffs, and UnitFrameTweaks. Hopefully we will expand this list as time goes on.

Also note that the zip folder paths no longer include Interface/AddOns so make sure you unzip them into your Interface/AddOns folder instead of the root WoW folder. (Some unzipping utilities were replacing the Interface folder with this method)

I just downloaded Cosmos_Complete.zip (r5264) and it includes Interface/AddOns as a prefix on all the files. (I always check by listing a zip before extracting it.)

I think he is talking about the individual add-on zips under the AddOns link, not the multi-add-on packages under Downloads.
