There are a number of reasons why the Patcher would give the "Error Communication with Server" message.
You don't have a distribution package selected
Your firewall, router or network card is blocking access
Some suggested sollutions:
Make sure your firewalls and router allow usage of port 8087
Disable your firewall
Change your router settings (DNE suggests disabling 'Checksum Offload' and setting speed/duplex settings to 'Force 100 Full Duplex')
Replace your NIC card
